Hij studeerde aan de London School of Economics en in Cambridge. Eerder publiceerde hij Hitler’s gevangenissen, over hoe het Duitse gevangenissysteem in de nazitijd uiterst effectief werd omgevormd tot een terreurmachine. In 2001 won hij de Fraenkelprijs van de Wiener Library en in 2005 de Gladstoneprijs van de Royal Historical Society. .
