This is a report concerning the emergency actions of State and local governments, the military services, and the Federal agencies in preparing for and meeting the effects of one of the largest and most violent of tropical storms. The conditions of this type of emergency require exercise of many of the procedures which would be used in a national emergency. Because of this, OCD provides this Report in the belief that it will be helpful to State and local governments in their emergency planning.
