Critical study of policies and laws of right to asylum in US and Canada, focusing on situation of Mexicans who seek such asylum and on Mexican women who flee twin menace of gender and drug-related violence. Argues three theses: 1) Mexico is immersed in two wars--war on drugs and war on women's bodies; 2) collapse of public-private dichotomy in these wars generates asylum applications; and 3) neo-liberal management of south-north migration is based on bio-power and necro-power.
