Kersey has returned to the Rotting Apple at the invitation of a friend whose neighborhood is being terrorized by a gang of vicious thugs. Arriving only to find his old buddy slain, Kersey resolves to terminate the hoodlums' crime wave and restore the frightened neighborhood to its people.
