Information resources in Illinois are generally underdeveloped. Practitioners, participants, and interested citizens often are unable to locate basic information without engaging in major research efforts on their own. As a result, some quickly give up the effort, basing their decisions on intuitive understanding of bits and pieces of information, rather than on analysis of a complete range of data.
