A Doctoral Dissertation written in 1970, which describes analysis of accident rates and costs on Interstate 5 through the Seattle, Washington urban area. The analysis quantifies the economic cost of accidents before and after the construction of the access controlled freeway, in 1970 dollars. It shows that the economic benefit of the accident reduction resulting from freeway construction in the corridor nearly outweighed the construction cost itself.
