In this book the American Youth Commission rounds out the formulation of its recommendations in regard to youth. Hitherto the recommendations of the Commission, based on staff research, other available information, and the active and long-continued discussions of the members of the Commission, have been adopted in the form of brief statements and have been published in pamphlet form. In this general report, many new recommendations of major importance are presented for the first time, while the topics previously considered in the briefer statements are here placed in the setting of a comprehensive treatment of the whole field and are restated from a longer-term point of view. - Foreword.
