This study appraises the changes that have taken place in the underlying structural relationships determining government expenditure between 1975 and 1986. During this period, the macroeconomic policy environment within which budgets were formulated changed dramatically. Budgetary constraints became tighter, and, for some countries, the availability of external resources became mor limited.
