Heimel traces Ness' life from his childhood to his Prohibition-era battles and his entire law enforcement career. Ness was charged with finding the Cleveland Torso Murderer. He failed to do so, and as the numbers of bodies increased, Ness turned to alcohol, eventually becoming an alcoholic.
