"This report had its genesis in a community's concern for its future. Late in 1966, disturbed by South Jamaica's growing deterioration, several local groups asked the City to develop a comprehensive program for physical improvement of their area. In response, the City, through its Housing and Development Administration (HDA), retained the firm of Hoberman and Wasserman to study the area's physical and social conditions and to make recommendations based on an analysis of their finding. This report is the result of that study" -- Page 5.
