"This book by Andrea Renda, CEPS Senior Research Fellow, offers a scorecard analysis of the first 70 Extended Impact Assessments performed by the European Commission, and concludes that the procedure has only produced a sea of disappointment. According to the author, this comes as no surprise: his analysis of international best practices reveals that impact assessment is far from being a panacea, especially when built on shaky methodological and organisational grounds. As a result, he argues that if the current model is left unchanged, impact assessment might become a Pandora's box for Europe, turning into a scapegoat both for the regulators and the regulated.
