Policy objectives for New York City's current portfolio of City-owned (in rem) occupied and vacant residential buildings include maximizing real estate tax revenues to the City; maximizing preservation of the affordable housing stock while minimizing the City's exposure in addressing distressed buildings; and seeking long-term solutions to improve housing viability.
