"Sparked by the recent NAFTA debate and the Uruguay Round of GATT trade negotiations, policymakers are now searching for ways to lessen the conflict between freer trade and environmental protection. Esty analyzes the policy failures that contribute to this conflict and develops a program for building environmental sensitivity into the GATT. Esty concludes that the building of environmental values into the international trading system would not be enough; equally fundamental changes are required in environmental policymaking. He recommends the creation of a Global Environmental Organization to protect environmental policies from neglect by competitiveness-driven governments; to integrate environmental protection with trade, development, and other potentially competing goals; and to coordinate global environmental efforts."--Back cover.
