In the Pacific Northwest, a sailboat disappears after drifting into a "live-fire" naval exercise. Maritime private investigator Charlie Noble is asked to find out what happen to the couple aboard. Teaming up with his partner, American Indian salvage diver Raven, Charlie heads toward the Inside Passage where a hidden cove provides answers to what really happened in Whiskey Gulf. Also looking for the sailors is a Middle Eastern agent and the investigation centers on unlocking secrets some people would rather keep concealed.
