Morehouse looks first at gubernatorial campaigning and later at the ability of the governor to affect the policy-making process; through a review of ten states in the early 1980s and again in the early 1990s, Morehouse is able to draw conclusions about the impact of the way a governor is elected on the governor's ability to lead.
