Constable Thomas Potts is called to investigate when a bedraggled girl is found hidden in a barn and the body of a small boy is unearthed nearby, and when both cases seem to be connected to a wagon-load of children kidnapped from the Poorhouse, Thomas knows he must uncover the true fate of the children.
