In response to the economic crisis of 1997/8, the Indonesian government introduced a social safety net to cover the 20% of the population below the poverty line, approximately 35 million people. The component designed to mitigate the impact of the crisis on the health and nutrition of the poor was known as the Health and Nutrition Sector Development Programme (HNSDP) introduced in late 1999. The Central Independent Monitoring Unit was established in 1999 by a grant from the Asian Development Bank and managed by the British Council in Jakarta. Its objective was to assess the progress with HNSDP implementation, to identify constraints and problems, and to provide HNSDP with information for adjusting delivery mechanisms in order to improve its efficiency. The information contained in the CD-ROM are the final reports of each of the components of the monitoring and evaluation system and provide an insight into the operation of the social safety net and the Indonesian health service.
