The study is a descriptive account of the organisation of regional and local governments in the 27 Member States of the European Union, and Turkey, Croatia and the Former Yugoslav Republic of Macedonia. It is intended for civil servants, politicians, groups and members of the public needing to know how territorial government is organised, what are its competences, and how the tiers of government relate to each other.
